  • MIUGSA is responsible for implementing the Merced GSP within its boundaries, and has developed Rules and Regulations for implementation within its boundaries.

  • MIUGSA Board has adopted the Groundwater Management Implementation Plan to supplement MIUGSA’s Rules and Regulations.

  • In 2020, the Merced Irrigation-Urban Groundwater Sustainability Agency (MIUGSA) developed a fee structure to fund the regulatory activities of the Groundwater Sustainability Agency (GSA). Fees are adopted annually by the MIUGSA Board and are typically collected through the Merced County Tax Bills. More information on the study is available here.

Public Records Request

The Merced Irrigation-Urban Groundwater Sustainability Agency (MIUGSA) provides access to public records in accordance with the California Public Records Act (Government Code section 7920.000 et seq.).

Requests to inspect or obtain copies of public records must be submitted in writing.

How to Submit a Public Records Request

Written requests may be submitted using any of the following methods:

To assist MIUGSA in identifying the records you are requesting, please include:

  • Your name.

  • Your mailing address, email address, or telephone number.

  • A detailed description of the record(s) you are requesting.

  • Any known dates, departments, or other information that may help locate the requested records.

  • Please be as specific as possible when making your request. Vague or unreasonably broad requests will be returned for clarification
